Service Fees & Charges
The District provides water and sanitary sewer service to its customers through contracts entered into with the Denver Board of Water Commissioners (Denver Water) and Metro Wastewater Reclamation District (Metro).
Denver Water provides water service for the District’s customers and bills them directly for water usage. Denver Water owns and maintains the water system but the District is responsible for overseeing development within its boundaries and monitoring all new and reconfigured water taps on the system. The District coordinates with Denver Water to insure that both the District’s and Denver Water’s rules and regulations are followed.
Metro provides sewage treatment for all the District’s customers. Metro bills the District directly for sewage treatment charges based on flows and load readings that are taken at several metering stations located within the district. The District then passes the sewage treatment charges on to its residential and non-residential customers based on the average annual water usage volumes (AAWU) of the different customer types in the District. The AAWU is calculated using the three lowest monthly Denver Water meter readings for a 12 month period from October 1st to the following September 30th .
The District’s sewer maintenance costs include cleaning and repairs of the District’s sanitary sewer system including all manholes and mains.

Sewer Fees - Residential Customers
The District bills an annual sewer service operating fee and Metro sewage treatment pass-through fee per residential home, condominium and apartment once per year in February. The flat rate per residential customer is determined using the prior year’s average annual water usage (AAWU) provided by Denver Water for both single family and multi-family customer types. The District’s expenditures projected for the ensuing year including Metro’s sewage treatment charges are then allocated proportionally to the District’s customers based on the portion of the District’s total AAWU attributable to the District’s single family and multi-family customers.

Sewer Fees - Non-Residential Customers
The District also bills its non-residential (commercial) customers an annual sewer service operating fee and Metro sewage treatment pass-through fees once per year in February using the AAWU for each commercial customer. The flat rate per 1,000 gallons of water usage for the District’s operating fee and the Metro sewage treatment flow fee is calculated similar to the residential rate whereby the expenditures projected for the ensuing year are allocated proportionally to District’s customers based on the portion of the District’s total AAWU attributable to all commercial customers. In addition, a sewage treatment loading fee is charged to each commercial customer based upon Metro’s loading standards for different types of commercial customers.
